People of Dinwiddie, you should know that, over the past eight years that Barrett Chappell has been your Clerk of Court, Dinwiddie has become the technological leader in the Commonwealth. Barrett has a talent to know what is needed to serve both the Commonwealth and Dinwiddie. Barrett has earned such respect in the state that, when the Supreme Court wants to test a new program, they call Barrett. Dinwiddie has been the "pilot" jurisdiction for E-filing, Digital Appeals, "file-less office", historic record back scanning, just to name a few. I have made three trips to Barrett's office with my staff, so that we can learn what Dinwiddie has already implemented.But Barrett is not just a technology geek, a visit to his office will show the visitor what Barrett's hard work means for the people of Dinwiddie. Barrett has sought and received more than a half of million dollars to protect and preserve the historic records of Dinwiddie County, he has created a digital database which permits access and protects the fragile pages, by going "file-less" Barrett has saved his county thousands in no longer needing expensive file folders/file cabinets/floor space for, what was, an endless flow of paper… and you don't get a recording when you call the office.Barrett has reduced the impact of Jury Duty upon those called and Dinwiddie's courtrooms have become among the most advanced in the state. I sincerely wish I could operate my office as well as Barrett has the Dinwiddie Clerk's Office.I realize that I am an "outsider" and don't have a vote on Nov. 3rd., but too, I have nothing to gain in your Clerk's Office race. A quick google search will show that I am not "pulling your leg". I am writing this letter so that you know that, as among the Clerks of the Commonwealth, Barrett Chappell has done an excellent job. And the people of Dinwiddie County can be proud of the respect that its Clerk's Office has earned under Barrett's direction. On Nov. 3rd, keep Barrett Chappell.

I am the former President of the Virginia Court Clerk's Association (VCCA). As such, I had the opportunity to work with and maintain contact with Clerks all over this Commonwealth of Virginia. Let me share that Barrett has gained the respect of other Clerks across the Commonwealth for the manner in which he performs his duties and also his expert knowledge of his position. I have had the pleasure of serving with him on a number of committees and he has made many positive contributions to the work of those committees and has served us well, bringing to light many issues that affect all of the Clerks and their constituents.

Barrett Chappell. Jr. has brought the Dinwiddie Circuit Court into the 21st century and is today one of the most effective elected officials in Virginia. Citizens of Dinwiddie should re-elect him.
The Code of Virginia lists more than 800 responsibilities of the Clerk of Circuit Court, many of which are complex and challenging. The clerk serves as the recorder of deeds and probate judge, issues marriage licenses and fictitious names, and is the official court administrator for all civil and criminal court cases. In this latter capacity, the clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.

"After researching our ancestry over the past 30 years, my family "hit the wall" in Virginia. Being a "burned" county, Dinwiddie's historical records are hard to come by. I discovered the Dinwiddie County Land and Tax Records on the Circuit Court's website in the Fall of 2014. These records were well organized and easily accessible. They helped place my ancestors in the area and even unlocked an additional generation that lived during the signing of the Declaration of Independence! Mr. Chappell's efforts helped us link the McDonalds of Georgia to some of the most important families and events in Virginia's history. Furthermore, this information has been shared throughout the genealogical community and will lead to more discoveries. It is by far one of the best glimpses into the early years of this country's formation. The citizens of Dinwiddie County and Virginia are fortunate to have this collection at their disposal."
